Comment
The territory of theRepublic of Bulgaria is divided into provinces and municipalities. Each of 28provinces is headed by a provincial governor appointed by the government. The instruments of participatory democracy provided by theAct on direct participation of citizens in governmentand local government of 29 May 2009 can be used only by thecitizens of a municipality, district or village.
