Local governments

Article 31

1. In Hungary localgovernments shall be established to administer public affairs and exercisepublic power at a local level.

2. A local referendummay be held on any matter within the responsibilities and competences of localgovernments as defined by law.

3. The rules of localgovernments shall be defined by a cardinal Act.
