Legal provisions for direct democracy at the local level

The Kingdom of Tonga is divided into various districts and towns, with an elected ‘District Officer’ and in some cases an elected ‘Town Officer’:  District and Town Officers Act sections 2, 4-5: 

Neither this Act nor the electoral regulations under it make any provision for direct democracy.
