According to Article 9(2) and Article 9(3) of the Act on directparticipation of citizens in government and local government of 29 May 2009 the following issues may not be decided througha national referendum:

1. The issues within the jurisdiction of the Grand National Assembly;

2. The issues referred to in art. 84, ? 4, 6, 7,8, 10, 12, 16 and 17, Art. 91, 91a, Art. 103 (2), Art. 130 (3), Art. 132 andArt. 147 (1) of the Constitution;

3. Taxes, labor and social security payments andcontributions;

4. The state budget;

5. Internal rules of organization and operation ofthe National Assembly.

6. Codes and laws which govern the whole matter ina given area.
