15. Is there a ban on state resources being given to or received by political parties or candidates (excluding regulated public funding)?

Art 8.3' Political parties and candidates shall not utilize public resources for campaign activities and shall not receive any contribution resulting from an abuse of state resources, except state resources that: a) Are made available to all candidates and political parties for the election;'
