15. Is there a ban on state resources being given to or received by political parties or candidates (excluding regulated public funding)?

Art 24.1 'Autonomous State bodies, associations of public law, institute and public enterprises, local authorities and legal persons of administrative public utility are not allowed to finance or subsidize political parties.
