28. Are there provisions for direct public funding to political parties?
Bulgaria
Art. 25. "(1) A state subsidy shall be allocated annually in four equal tranches from the central government budget to finance the political parties or coalitions which are registered at the Central Election Commission for participation in elections, which have participated in the latest parliamentary elections, and which have elected National Representatives."
Art. 26. "A state subsidy shall furthermore be allocated annually to parties which are not represented in the National Assembly but which have received not less than 1 per cent of all valid votes at the latest parliamentary elections".
