31. What are the provisions on 'ear marking' direct public funding to political parties (how it should be used)?

17-1.4. Funds allocated from the state budget in accordance with Article 17-1.1 of this Law shall be transferred to the bank account of the political party in equal parts by quarters, taking into account the requirements of Articles 17-1.2 and 17-1.3 of this Law.
