Legal basis for direct democracy at the national level

Article91 of the Constitution provides for both mandatory referendum and citizeninitiative.

There is no current legislation providing for the administrativerequirements for referendums.  For thelast Constitutional referendum on August 23, 2011, the Referendum Regulations(2011) was enacted establishing the rules and procedures for conducting thereferendum specifically.
