“When the Houses of the Oireachtas have passeda Bill containing a proposal to amend the Constitution, the Minister for theEnvironment, Community and Local Government appoints a Referendum ReturningOfficer who is responsible for the overall conduct of the referendum includingthe count and the declaration of the result. The country is generally dividedinto the same constituencies as for a D?il election and the D?il returningofficer for a constituency (i.e. the sheriff or county registrar) is the LocalReturning Officer for the constituency at a referendum. The Local ReturningOfficer is responsible for the detailed polling arrangements in eachconstituency and for reporting results to the Referendum Returning Officer.”
