Chapter IV. The Executive

Article 72
The President may submit importantpolicies relating to diplomacy, national defense, unification, and othermatters relating to the national destiny to a national referendum if he deemsit necessary.

(1) Themembers of the State Council shall be appointed by the President on therecommendation of the Prime Minister.

Chapter X. Amendments to the Constitution
Article 128
(1) A proposal to amend the Constitution shall beintroduced either by a majority of the total members of the National Assemblyor by the President.
Article 129
Proposed amendments to the Constitution shall be putbefore the public by the President for twenty days or more.

Article 130
(1) The National Assemblyshall decide upon the proposed amendments within sixty days of the publicannouncement, and passage by the National Assembly shall require the concurrentvote of two thirds or more of the total members of the National Assembly.
(2) The proposed amendments tothe Constitution shall be submitted to a national referendum not later thanthirty days after passage by the National Assembly, and shall be determined bymore than one half of all votes cast by more than one half of voters eligibleto vote in elections for members of the National Assembly.

Chapter V.
Article 22 (Public Display of ReferendumProposal)
(1) 중앙선거관리위원회는 공고된 국민투표안을 투표권자에게 주지시키기 위하여 게시하여야 한다.
(2) 국민투표안의 게시는 인구 100인에 1매의 비율로 한다. 다만, 구?시에 있어서는 인구밀집상태 및 첩부장소등을 감안하여 중앙선거관리위원회가 정하는 바에 따라 인구 500인에 1매의 비율까지 조정하여 첩부할 수 있다.
(3) 국민투표안의 게시문에는 국민투표안만을 기재하여야 한다.
(4) 국민투표안의 게시문의 규격?서식 기타
