Article 63

1. Sejm możepostanowić o poddaniu określonej sprawy pod referendum z inicjatywy obywateli,kt?rzy dla swojego wniosku uzyskają poparcie co najmniej 500,000 os?b mającychprawo udziału w referendum.

 

2. Referendum zinicjatywy obywateli nie może dotyczyć:

 

1) wydatk?w idochod?w, w szczeg?lności podatk?w oraz innych danin publicznych;

 

2) obronności państwa;

 

3) amnestii.

Comment

In the case of Agenda initiative: The law does not expressly exclude any issues from being the subject of an initiative. However, the popular initiative is not possible in matters within exclusive competences of the state authorities.

 

In the case of Citizens' initiative: The following issues cannot be initiated by citizens: spending and revenue, especially taxes and otherpublic tributes; theState defense; and amnesty.
