Article 441. The amendment of one or variousarticles of the Constitution that does not alter the fundamental structure orthe nature and constituent elements of the State, does not set constraints onrights and guarantees, and does not change the procedure for amending theConstitution shall be carried out as follows:
1. By means of a referendum requested by the President of the Republic or bythe citizenry with the backing of at least eight percent (8%) of the personsregistered in the voter registration list.
2. At the initiative of a number accounting for no less than one third of themembers of the National Assembly. The bill of amendment shall be processed intwo discussions; the second discussion shall be held, without delay, no laterthan thirty (30) days after a year has elapsed since the start of the firstdebate. The amendment shall only be adopted if it is supported by two thirds ofthe members of the National Assembly.
Article 442. Partial amendment notentailing any constraint on constitutional rights and guarantees or changingthe procedure for amending the Constitution shall take place at the initiativeof the President of the Republic or at the request of the citizenry with thebacking of at least one percent (1%) of all citizens registered on the voterregistration list or by a resolution passed by a majority of the members of theNational Assembly.
The constitutional amendment initiativeshall be processed by the National Assembly in at least two discussions. Thesecond discussion shall take place ninety (90) days at the latest after thefirst. The draft amendment shall be approved by the National Assembly. Once thebill for the constitutional amendment has been approved, a referendum shall becalled within the following forty-five (45) days.
For approval of the referendum, at leastone half plus one of the valid votes cast shall be required. Once the amendmenthas been adopted by the referendum, within the seven following days, theNational Electoral Council shall order its publication.

sobre cualquierasunto. Cuando la consulta sea de car?cter nacional,
el petitoriocontar? con el respaldo de un n?mero no inferior al cinco
por ciento depersonas inscritas en el registro electoral; cuando sea
de car?cterlocal el respaldo ser? de un n?mero no inferior al diez
por ciento delcorrespondiente registro electoral.
