The Budget and laws concerning loans, taxes,customs duties, railroad tariffs, military conscription, declaration andcommencement of war, peace treaties, declaration of a state of emergency andits termination, mobilisation and demobilisation, as well as agreements withother nations may not be submitted to national referendum.
