III. The referendum can not be held with respect to the followingissues:

1. Taxation and state budget

2. Amnesty and pardon

3. 'Election, appointment or approval of the officials, whoseelection, appointment or approval has been accordingly referred to the competences of the legislative and(or) executive bodies'.
