Article 112. Questions Offered tothe Referendum

The following questions shall not besubmitted to the republican referendum:
any questions, which may lead toviolation of the territorial integrity of the Republic of Belarus; anyquestions pertaining to election and dismissal of the President of the Republic of Belarus and appointment (election ordismissal) of officials whose appointment (election or dismissal) is within thecompetence of the President of the Republic of Belarus and the Chambers of theNational Assembly of the Republic of Belarus; any questions on adopting andamending the budget and introducing, changing and cancelling taxes; and anyquestions on amnesty or pardon.
The questions, which shall not besubmitted to the local referendum, include those specified in the part three ofthis Article, the questions of importance for the Republic of Belarus as awhole, the questions which were regulated by the legislation of the Republic ofBelarus and the questions, relating to approval and dismissal of officials,which are within the competence of a respective local executive andadministrative body and the head of such body.
