Article74. Change of political systems byreferenda or elections (Optional referendum and Citizens’Initiative)
(1) Areferendum shall be held for the purpose of changing the political system-
(a) ifrequested by a resolution supported by more than half of all members ofParliament; or
(b) ifrequested by a resolution supported by the majority of the total membership ofeach of at least one half of all district councils; or
(c) ifrequested through a petition to the Electoral Commission by at least one-tenthof the registered voters from each of at least two thirds of the constituenciesfor which representatives are required to be directly elected under paragraph(a) of clause (1) of article 78 of this Constitution.
According to the article 74 of the Constitution, it seems clear that in reality all issues except changing of the political systemare in fact excluded from being the subject of a citizens’ initiative.
