Tienen iniciativa de ley:
5) Los ciudadanos. En este caso la iniciativa deber? serrespaldada por un n?mero no menor de cinco mil firmas. Se except?an las leyesorgánicas, tributarias o de car?cter internacional y las de amnist?a y deindultos.
