(1) Promovareainiţiativei legislative a cetăţenilor se asigură de către un comitet deiniţiativă alcătuit din cel puţin 10 cetăţeni cu drept de vot.
(2) Nupot face parte din comitetul de iniţiativă persoanele alese ?n funcţie prin votuniversal, membrii Guvernului, persoanele numite ?n funcţie de primul-ministrusau care nu pot face parte, potrivit legii, din partide politice.

The committee must be comprised of at least ten citizens havingthe right to vote; the president of the country, members of the government, andpeople who are not allowed to be members of political parties (judges, militarypersonnel, or policemen), may not be members.” (p. 106)
