Section 3

A citizens' initiative may be organised by one or several Finnish citizenswho are entitled to vote.

 

The organiser of an initiative must designate at leastone representative and one substitute.

 

The name of the organiser and the contactinformation of the representative and the substitute must be notified to thePopulation Register Centre, the Ministry of Justice and the Parliament for anynecessary communication concerning the initiative.
