Article 14.Initiative to Hold Referendum

3. In order toinitiate a referendum and collect signatures of citizens of the RussianFederation in support thereof, a referendum initiative group may be formed. Anycitizen or a group of citizens of the Russian Federation who are entitled toparticipate in a referendum shall have the right to form such initiative group.The initiative to hold a referendum may also be exercised by an electoralassociation or another public association the charter of which provides forparticipation in elections and/or referendums and which is registered in theprocedure prescribed by the federal law at a level corresponding to the levelof the referendum or a higher level no later than one year before the date offorming the referendum initiative group. The number of members of an initiativegroup for a referendum of the Russian Federation shall be set by a federalconstitutional law; the number of members of the initiative group for areferendum of a subject of the Russian Federation or a local referendum shallbe set in accordance with this Federal Law, law of the subject of the RussianFederation, the charter of the municipality.

Статья 15. Порядок реализации инициативы проведенияреферендума, принадлежащей гражданам Российской Федерации

1. Участники референдума образуют инициативную группу попроведению референдума.

2. Инициативная группа по проведению референдума должнасостоять из региональных подгрупп, создаваемых более чем в половине субъектовРоссийской Федерации. В каждую региональную подгруппу инициативной группы попроведению референдума (далее - региональная подгруппа) должно входить не менее100 участников референдума, место жительства которых находится на территориитого субъекта Российской Федерации, где образована региональная подгруппа.
