Article 14.
After the process ofexamination, the competent authority shall reject a proposal of referendumwithin 15 days after receiving it under any of the following circumstances:
1. Where the proposal does notmeet the provision of Article 9.
2. Where the number ofproposers is less than required after the proposers who are as prescribed inParagraph Two of Article 11 or do not sign or seal the proposal are deleted.
3. Where the proposal is asdescribed in Article 33.
4. Where there is anycontradiction or obvious error in the content of the proposal, thus making theintendment of the proposal not understandable.
If it is confirmed throughexamination that a proposal of referendum does not conform to the circumstancesprescribed in the Subparagraphs of the preceding Paragraph, the
competent authority shall sendthe proposal to the Review Commission for recognition, and the ReviewCommission
shall inform the competentauthority about the result of
