Article 4(1) of the code of the Committee for Petitions andCitizens? Proposals stipulates that the committee will report the proposal tothe House if it meets the requirements. Article 20(3) of the Rules of Procedurefor the Lower House notes that the committee will examine citizens? proposalsto verify compliance with certain criteria.
One criterion, stated in Article 132a.2.e of the Rules ofProcedure, is that the proposal does not violate the Constitution orfundamental moral values. Another requirement, stated in Article 5(1) of the Code,is that the proposal does not violate laws or generally binding legalregulations.

Article 20 (Committee for Petitions and Citizens? Proposals)
(3) De commissie voor deVerzoekschriften en de Burgerinitiatieven toetst of
een burgerinitiatief voldoet aande ontvankelijkheidscriteria, genoemd in artikel 132a, en aan de vormvereisten,vastgesteld in het in het eerste lid bedoelde reglement.
Artikel 132a (Citizens?Proposals)
(2) Het burgerinitiatief kan nietbetreffen:
e. zaken die in strijd zijn met de Grondwet en de goedezeden.
