Article 10.Registration of the Initiative Group of Citizens

5.The Central Electoral Committee must, no later than within five business daysof the registration of the group, issue it blanks for collecting the signaturesof citizens.

 

Article 11.Collection of Citizens’ Signatures

6.The group shall accumulate citizen petitions to call a referendum. Havingcollected 300 thousand signatures, within the time limit set forth in paragraphfive of this Article, the group shall draw up the concluding act and submit itto the Central Electoral Committee along with the citizen petitions.

 

Article 13.Preliminary Examination of Citizens’ Petition to Call Referendum

1. The Central Electoral Committee shall verifywithin 15 days the received documents on calling the referendum. The Central Electoral Committee,having determined that the documents meet the requirements of this Law,shall give to the Seimas the final act along with the citizen’s petitions andits own conclusion.

 

Article 14.Procedure of Passing Seimas Resolution Regarding Petition to Call Referendum

1. The Seimas, having received a properly registeredfinal act of thegroup along with the citizens’ petitions and the conclusion of the CentralElectoral Committee that the submitted documents correspond to this Law, shalldeliberate the issue of the date of the referendum at the next sitting of theSeimas during the session…

2. Should the group of experts formed in the Seimas arrives at the conclusionthat the referendum text supplied in the citizens’ petition to call areferendum may not be in keeping with the Constitution of the Republic ofLithuania, can be the basis for not calling the referendum.

Article 13

1. Vyriausioji rinkimų komisija savo išvadą kartu supiliečių parašų rinkimo lapais pateikia Seimui.

2. Seime gavus Vyriausiosios rinkimų komisijos išvadą, kadsurinkti parašai atitinka įstatymų reikalavimus, išvados gavimo dienąįregistruojamas iniciatyvos projektas ir apie tai pranešama iniciatyvineigrupei.

 

Article 17: Piliečių inicijuotąįstatymo, jo pakeitimo ar papildymo arba Lietuvos Respublikos Konstitucijospakeitimo ar papildymo projektą artimiausiame Seimo posėdyje po joįregistravimo Seime pateikia iniciatyvinės grupės atstovas ar kitas iniciatoriųįgaliotas asmuo.

Article 135. Requirements for a Draft Submitted forRegistration

2. A draft or proposal submitted to the Seimas forconsideration must be signed by the initiators thereof. When a draft law issubmitted to the Seimas by citizens of the Republic of Lithuania in accordancewith the right granted to them by the Constitution, it shall be signed by therepresentatives authorised by the initiators; the draft shall be accompanied bycitizens’ signatures collected in accordance with the procedure established bythe law.

 

Article 136. Registration of a Draft Law andSubsequent Activities

3. With respect to a registered draft law, the Legal Department of theOffice of the Seimas shall, within seven working days of the receiptthereof, draw up conclusions on conformity of the draft with the Constitution,laws, principles of legislation and technical rules of law-making and onconformity of the submitted documents to the requirements of this Statute…
