Article 4(1): De commissie brengt ten aanzien van een verzoekschrift, burgerinitiatiefof rapport verslag uit aan de Kamer, tenzij de commissie daartoe geen termenaanwezig acht.

Article 5(1): De commissie doetaan de Kamer het voorstel niet te treden in verzoeken ondermeer, indien haar naonderzoek blijkt dat:

a. inwilliging in strijd zou zijnmet de wet dan wel met wettig totstandgekomen algemeen verbindenderegelingen;

Article 9a (Formalrequirements relating to citizens? proposals)

Om een burgerinitiatief voor onderzoek door decommissie in aanmerking te doen komen, dient het burgerinitiatief te bevatten:

a. naam, adres,geboortedatum en handtekening van een of meer natuurlijk personen;

b. een bijlage waaruit blijkt dat ten minste 40 000natuurlijke personen het voorstel steunen door bekendmaking van hun naam, geboortedatumen handtekening;

c. een nauwkeurige omschrijvingvan het voorstel alsmede een nauwkeurige motivering daarvan.

Article 20 (Committee for Petitions and Citizens' Proposals)

(3) De commissie voor deVerzoekschriften en de Burgerinitiatieven toetst of een burgerinitiatiefvoldoet aan de ontvankelijkheidscriteria, genoemd in artikel 132a, en aan de vormvereisten,vastgesteld in het in het eerste lid bedoelde reglement.

Artikel 132a (Citizens' Proposals)

(2) Het burgerinitiatief kan nietbetreffen:

e. zaken die in strijd zijn met de Grondwet en de goedezeden.

By Article 9a of the code of the Committee for Petitions and Citizens' Proposals, a proposal can be submitted only after the required numberof signatures has been gathered. The Committee for Petitions and Citizens' Proposals examines the proposal for legality and constitutionality once it has been submitted. Article 4(1) of the code stipulates that the committee will reportthe proposal to the House if it meets the requirements. Article 20(3) of theRules of Procedure for the Lower House notes that the committee will examine citizens' proposals to verify compliance with certain criteria. One criterion, stated in Article 132a.2.e of the Rules of Procedure, is that the proposal does not violate the Constitution or fundamental moral values. Another requirement, stated in Article 5(1) of the Code, is that the proposal does not violate laws or generally binding legal regulations.
