The vote of the Citizens' Legislative Initiative takes place atCongress. When the Citizens? legislative initiative gets to Congress, no debateor counterproposal arises. The Commission that promotes the specific Citizens?initiative doesn?t have a say in Congress to defend the initiative at thatmoment. Once the notification which certifies that the number of signatures,required by the legislation, had been collected, the Bureau of Congress willpublish the text of the Citizens? legislative initiative in a 6 months time inorder to take it into consideration. The Parliamentary proceedings will followthe Standing Orders of Parliament regulations. A representative of theCommission that had presented the Citizens? legislative initiative mayparticipate, if the Standing Orders establish so. It may happen that a Citizens?legislative initiative ends up being amended and passed by Parliament with acontent quite different from the original one without the Commission that madethe original proposal having the possibility to ask for the withdrawal of theinitiative.
