Who decides the final ballot text when the initiative is put to a vote?

According to art. 12 (7), the petition tocall a referendum shall include already formulated question or questions. Dueto art. 13 (6) National Assembly can edit the proposal without changing the meaning of the proposalcontained in the question or questions.
