Who decides the final ballot text when the initiative is put to a vote?

66.2. The authorizedrepresentative of the campaign group on referendum shall have to submit thefollowing documents to the relevant election commission before 18:00 75 daysprior to the election day for the registration of the referendum campaigngroup:
66.2.1. Signature sheets with the collectedsignatures;
66.2.2. Two copies of protocol compiled in theform determined by Central Election Commission about results of collection ofvoter signature;
66.2.3. The initial finance report of theinitiators of establishing the campaign group on referendum (includinginformation about the expenses spent for collection of voters’ signatures)
66.3. Upon accepting documents, electioncommissions shall certify each folder by affixing a stamp, check that thenumber of the submitted signature sheets conforms to the protocols on resultsof the collection of signatures, and provide authorized representatives of areferendum campaign group with written notification of acceptance of electiondocuments. This notification will indicate the number of signature sheets andthe number of signatures, as well as the time of acceptance. If relevantdocuments are submitted to the above-mentioned persons to the relevant electioncommission before the time mentioned in Article 66.2 of this Code has expired,the acceptance of these documents shall not be refused and there shall not beany restriction on the authorized representatives of a referendum campaigngroup from entering the relevant building or room.

66.4. Registration ofa campaign group on referendum shall be conducted after submission of voters’signatures to the relevant election commission.
