According to the Constitution, recall can be initiated by the National Council on the basis of a resolution adopted by at least 3/5 of Members of the Parliament. But the grounds for recall are not specified.
The municipal council can,on its own initiative, declare a referendum to dismiss the mayor if he or she repeatedlyneglects the duties of the mayor, violates the Constitution, constitutionallaws, laws and other generally binding legal regulations.
It can be assumed that citizens can initiate a recall based on similargrounds, although the Law on LocalGovernment does not have any explicit provisions in this regard.
