How many signatures are required to start the formal decision making stage of a direct democracy mechanism?

Article5.

For the matters prescribed inSubparagraphs 1, 2 and 3 of Paragraph Two of Article 2, the number of proposersshall be more than 5% of the total electors in the latest election of Presidentand Vice President.

Article81.

The joint signers of a proposal of recall shall be theelectors in the original electoral district where the person recalled has beenelected, and the number of signers shall be not less than 13% of the totalelectors in the original electoral district.
If the calculated percentage of proposersreferred to in the preceding Paragraph has a decimal mantissa, it shall berounded to the ones place by transfer method.
The proposers may not be the joint signers ofthe same proposal of recall. The number of proposers and of joint signers shallbe calculated separately.

Article70.

If a proposal ofrecall of the President or the Vice President is proposed by not less than 1/4and agreed by the not less than 2/3 of the total members of the LegislativeYuan, the Legislative Yuan shall announce the proposal of recall isestablished. However, the President or the Vice President who has not been inthe position for one year may not be recalled.[?]

If a referendum isinitiated by citizens, the number ofinitiators must reach or exceed 0.5% of the total number of electors inthe most recent presidential and vice-presidential election. Then the proposalwould be submitted to the review commission.

If the proposal meets all therequirements, the review commission would hold hearing to confirm the contentof the referendum. After the hearing, the initiators can start collectsignatures. The number of endorsers must reach or exceed 5 percent of the totalnumber of electors in the most recent presidential and vice-presidentialelection. 

For the general recall initiative - the number of signatures shall be not less than 13% of the total electors in the original electoral district. For the recall of President orVice-president, no signatures by electors are require to start the formaldecision making stage of a recall. Recall process in this case is proposed and initiated bythe Legislative Yuan.
