I. Right of legislative initiative in Milli Majlis of the Azerbaijan Republic (right to submit for consideration by Milli Majlis of the Azerbaijan Republic drafts of laws and other questions) belongs to deputies of Milli Majlis of the Azerbaijan Republic, the President of the Azerbaijan Republic, Supreme Court of the Azerbaijan Republic, 40 thousand citizens of the Republic of Azerbaijan enjoying suffrage, the Prosecutor's Office of Azerbaijan Republic and Ali Majlis of Nakhchyvan Autonomous Republic.

CollectionRule of Voters Signatures for Establishing of a Campaign Group on Referendum
65.1.Signatures for creating a referendum campaign group shall be collected and madeofficial in accordance with Article 57 of this Code. Signature sheets shall beprepared in conformity with Appendix 4 of this Code.
65.2.If the initiators establishing a referendum campaign group intend to conduct apre-referendum campaign in the entire territory of The Republic of Azerbaijan,they shall have to collect a minimum of40 thousand signatures on consent to membership in the referendum campaigngroup in the territory of at least 60 election constituencies.
Inthis case, the number of the potential members of a referendum campaign groupfrom one election constituency may not be less than 100 persons.
