TheCentral Commission shall:
• verify the compliance of the final act of theinitiative group and of the received decisions of the Oblast and Minsk CityExecutive Committees with the requirements of this Code and of other legislation acts of the Republic of Belarus;
• make a conclusion on the observance by theinitiative group of the requirements of this Code and a record on the resultsof collection of signatures confirming availability if at least 450 thousandcitizens’ signatures including at least 30 thousand citizens’ signatures fromeach Oblast and from the City of Minsk.

Article 72
The recall of deputies shall beexercised to the order and instances as determined by the law.
The voting for the recall of adeputy shall be exercised to the order determined for the election of thedeputy, and on the initiative of no less than 20 percent of the citizenseligible to vote and resident in the corresponding area.
The reason and order for the recallof a member of the Council of the Republic shall be determined by the law.

TheHouse of Representatives shall:
1.consider draft laws put forward by the President or submitted by no less than 150thousand citizens of the Republic of Belarus, who are eligible to vote, to makeamendments and alterations in the Constitution and give its interpretation;

Theright of legislative initiative shall belong to the President, members of theHouse of Representatives, Council of the Republic, Government, as well as tocitizens who are eligible to vote, in a number of no less than 50,000, and isimplemented in the House of Representatives.
Draftlaws the adoption of which may reduce state resources, or increase expendituresmay be introduced in the House of Representatives only with the consent of thePresident or to his assignment by the Government.

Theissue of amending and supplementing the Constitution shall be considered by thechambers of the Parliament on the initiative of the President or of no fewerthan 150,000 citizens of the Republic of Belarus who are eligible to vote.
450,000for referendum; 450,000 for citizens' initiatives; no less than 50,000 for legislative proposals and noless than 150,000 to make amendments and alterations in the Constitution; 20%of the electorate for recalls.
