Article74: Legislative Initiative

(1)A legislative initiative shall lie, as the case may be, with the Government,Deputies, Senators, or a number of at least 100,000 citizens entitled to vote.The citizens who exercise their right to a legislative initiative must belongto at least one quarter of the country's counties, while, in each of thosecounties or the Municipality of Bucharest, at least 5,000 signatures should beregistered in support of such initiative.

Article150: Initiative of revision

(1)Revision of the Constitution may be initiated by the President of Romania onthe proposal of the Government, by at least one quarter of the number ofDeputies or Senators, as well as by at least 500,000 citizens with the right tovote.

(2) The citizens who initiate the revision ofthe Constitution must belong to at least half the number of the counties in thecountry, and in each of the respective counties or in the Municipality ofBucharest, at least 20,000 signatures must be recorded in support of this initiative.

Legislative proposal - 100,000; Constitutional amendment - 500,000. To ensure representativeness,the Constitution also specifiesrequirements for the geographic distribution of signatures. Romania consists of41 counties and the municipality of Bucharest.
