The law on petitions serves as a general legal norm that sets conditions and requirements for a petition and its initiators, as well as obligations for public authorities. Other norms such as the law on referendum, standing order of the parliament or legislative rules of the cabinet, may specify additional conditions for specific types of initiatives.” (p. 157)

 

It is possible to argue that the procedure is not very restrictive. For example, an initiative does not have to be formally registered with state or local authorities, and neither the law on petitions nor the law on referendums establishes precise conditions about the process of collecting signatures.” (p. 157)

 

The fact that there is no time limit for the collection of signatures, with the exception of the inter-ministerial review process, allows for some strategic planning by promoters, especially when it comes to a referendum.” (p. 158)

 

“On the legal side, changes are necessary in the case of initiatives leading to national referendums, which have been affected by unclear constitutional provisions.
