Article74: Legislative Initiative

(1)A legislative initiative shall lie, as the case may be, with the Government,Deputies, Senators, or a number of at least 100,000 citizens entitled to vote

 

TitleVII: Revision of the Constitution

Article150: Initiative of revision

(1)Revision of the Constitution may be initiated by the President of Romania onthe proposal of the Government, by at least one quarter of the number ofDeputies or Senators, as well as by at least 500,000 citizens with the right to vote.

Article 4

(1) Promovareapropunerii legislative publicate potrivit art. 2 alin. (4) seface pe baza adeziunii cetăţenilor, prin semnarea de către aceştia a listelor de susţinători

(2) Listele de susţinătorise ?ntocmesc cu respectarea organizării administrativ-teritoriale a ţării şicuprind: denumirea propunerii legislative ce face obiectul iniţiativei şiidentificarea Monitorului Oficial al Rom?niei, Partea I, ?n care aceasta a fostpublicată, judeţul şi localitatea ?n care ?şi au domiciliul sau reşedinţasusţinătorii; numele, prenumele şi domiciliul susţinătorilor, menţionarea actuluide identitate şi a codului numeric personal; semnăturile susţinătorilor. Este interzis orice fel de delegare sau dereprezentare pentru semnarea listei de susţinători.
Comment
The last sentence ofArticle 4(2) of the Law on the Exerciseof Legislative Initiative by Citizens notes that “any kind of delegation orrepresentation in signing the list of supporters is forbidden.” Signaturescannot be made on behalf of other individuals or groups.
