In general, signatures can be collected in any place accessible to the public. Petitioners do not need to seek prior permission from the government. However, signature collection must not interfere with road safety, must not disturb the public order, and must not restrict or infringe upon the legitimate rights and interests of others. (Art. 4(2), Petition Law)

Additional restrictions must be observed in collecting signatures for referendums or citizens’ initiatives. It is not permitted to obtain signatures in or near the buildings of state authorities and local government offices during working hours. Signatures may not be collected in the vicinity of military installations. Signatures may be collected in hospitals, institutions that provide social services, or workplaces only at a designated place and time. (Art. 1b, Referendum Law)
