What forms of checks are undertaken to verify signatures?

ARTÍCULO 23. VERIFICACIÓN DE LA REGISTRADURÍA. El Registrador Nacional del Estado Civil señalará el procedimiento que deba seguirse para la verificación de la autenticidad de los respaldos y podrá adoptar técnicas de muestreo científicamente sustentadas, previa aprobación de las mismas por el Consejo Nacional Electoral.
