Article19, Procedure in relation to certification
(1)For the purpose ofascertaining whether an indicative referendum petition has, after the date onwhich the promoter received the written notice required by section 13(1)(a), been signed by not less than10% of the eligible electors, the Clerk of the House of Representatives shall,with the assistance of the Government Statistician,—
The Clerk of the House ofRepresentatives, with the assistance of the Government Statistician, must determine the numbers ofsignatures that must be checked for the purposes of providing a sample that can“with confidence, be regarded as providing an adequate estimate of the resultthat would be obtained if all of the signatures were checked.”
