'Article 95
Every voter, candidate and submitter of electorallist has the right to file a complaint with the Republic Electoral Commissiondue to breach of suffrage during the elections, or irregularities in theprocedure of candidacy or voting.
Complaint against a decision, act or omission of apolling board shall be filed with the Republic Electoral Commission.
Complaint referred to in paragraphs 1 and 2 of thisArticle shall be filed within 24 hours of the making of the decision or of theexecution of the act which the plaintiff deems irregular, or from the momentwhen the omission was made.
