Article 109. 1. A complainant must file a complaint withan election commission withinfive days of the adoption of the decision, action, or failure to act in question,except in the cases specified in Parts two and three of this Article.

3. A complaint against a violation thatoccurred during the voting shall be filed with the respective precinct electioncommission no later than the end of the voting. A complaint against a decision,action, or inaction of an election commission, or members of a commission, thatoccurred on the day of voting or during the counting of votes at the electionprecinct, may be filed with the relevant district election commission within two days of theadoption of the decision, the performance of the action, or the failure to act.
