(6) The Central ElectionCommission or the Election Committee may invite the applicant to the session complaints, witnessesand other persons to beheard, if he deems it necessary for the proper determine the essentialfacts of the complaint and its proper settlement. The oral hearing

or other importantactivities in the proceedings and the statements of the parties or witnesseswill be taken to record

in accordance with theprovisions of the Administrative Procedure Act.
