“TheConstitution and the PEA [Parliamentary Elections Act] require the newlyelected parliament to certify the legality of the elections and eligibility ofelected candidates. The law does not provide a mechanism for parliament’sdecision to be appealed to any judicial authority which is not fully in linewith the judicial review of administrative decisions and regulations as stipulatedin paragraph 18.4 of the OSCE 1991 Moscow Document and the right of access tocourt for final adjudication of all election matters.”
