1. The Electoral College ofthe Court of Appeals in Tirana shall exercise its functions during the whole duration of a legislatureof the Assembly resulting from elections for which the drawing of lots wasconducted, and it shall function for all kind of elections.”
Article 146*
Composition of the Electoral College of theCourt of Appeals in Tirana
1. The Electoral College of the Court ofAppeals in Tirana consistsof eight judges selected by a drawing of lots conducted by the High Council ofJustice.
2. The names of all judges of all appellate courts of the Republic ofAlbania, with the exception of judges specified in article 148 of thisCode, are included in thedrawing of lots conducted by the High Council of Justice to select the eightjudges who constitute the Electoral College of the Court of Appeals in Tirana.”
Electoral College of the Court of Appeals is a specialized electoralcollege that is created for a specific period of time and for the solelypurpose of dealing with electoral appeals.
