Article 45
TheConstitutional Court may, until the final decision, temporarily suspend theexecution of the individual decisions or actions undertaken on the grounds ofthe law or the other regulation, the constitutionality respective the legalityof which is being reviewed, if their execution might cause grave andirreparable consequences.
(1)When the case has been elaborated in such a manner as to enable theConstitutional Court to decide the substance of the matter, thejudge-rapporteur submits the draft decision or ruling on the case to thepresident of the Constitutional Court.
(2) The draft decision or ruling shall contain the information on the requestor the proposal, on the procedural actions undertaken, on principal facts andlegal matters, the opinions received and the opinion whether the case may be decided at the Sessionwithout a public hearing or the public hearing should be convoked.
