Law on Elections to the Seimas (as of2012, in English)

Article86. 1.Parties which have nominated a candidate for Seimas member, candidates forSeimas member, their representatives for elections, election observers mayappeal against the decisions of polling district electoral committeesconcerning the drawing up of vote counting records to the constituencyelectoral committee not later than within 24 hours of their drawing up. These complaints must beinvestigated no later than within24 hours.

2. The decisions of theconstituency electoral committee concerning vote counting records may beappealed against to the Central Electoral Commission no later than within 72 hours followingtheir drawing up and mustbe considered before the official announcement of election results.

5. Parties, politicalorganisations which have nominated candidates for Seimas member, as well ascandidates for Seimas member, may appeal against the decisions of the CentralElectoral Committee or against the refusal of the Central Electoral Commissionto investigate complaints about the violations of the Law on Elections notlater than within 24 hoursafter the official announcement of the election results, to the Seimasor the President of the Republic. In such cases, the Seimas or President of theRepublic shall, not laterthan within 48 hours, appeal to the Constitutional Court with theinquiry concerning the violation of the Law in Elections to the Seimas.

 

 

Article93 2.The Central Electoral Commission shall proclaim the final election results notlater than within 7 daysfollowing the election or the run-off voting. If during the elections to a newSeimas the run-off voting is held, the final results in a multi-memberconstituency shall be proclaimed together with the results of the run-offvoting. The Central Electoral Commission shall first of all announce the finalresults in the Internet and in the next issue of the Valstybės žinios.

 

Article95. 1.Not later than within 3days of the official proclamation of the election results or theannouncement of the decision of the Central Electoral Commission concerningoccurring or filling a vacancy in the Seimas, the Seimas of the Republic ofLithuania as well as the President of the Republic may appeal to theConstitutional Court with the inquiry whether the Law on Elections to theSeimas has been violated.

2. The Constitutional Courtshall investigate and evaluate the decision of the Central Electoral Committeeor its refusal to investigate complaints about the violations of the Law onElections to the Seimas in those cases when decisions have been adopted oranother deed of the Committee has been performed after the closing of thepolls.

3. This inquiry shall beinvestigated by the Constitutional Court not later than within 72 hours of its submission to theConstitutional Court. Non-working days shall be included in this time period.
