Article 109. 3. A complaint against a violation thatoccurred during the voting shall be filed with the respective precinct electioncommission no later than the end of the voting. A complaint against a decision,action, or inaction of an election commission, or members of a commission, thatoccurred on the day of voting or during the counting of votes at the electionprecinct, may be filed with the relevant district election commission within two days of theadoption of the decision, the performance of the action, or the failure to act.

Article 111. 4. A complaint prepared incompliance with the requirements of Article 110 of this Law shall be consideredby the respective election commission at a meeting no later than on the second day after thereceipt thereof, except the cases specified by Parts five –seven of thisArticle.

7. A complaint relating to alleged violationthat occurred on the day of voting or during the counting of votes at theprecinct that is filed with a higher level election commission shall be consideredby the respective election commission within two days of the day on which it was filed.

Article 172. 8. The appeal against decisions,actions or inaction of the election commission, the commission of thereferendum, members of these committees, which took place on election day, duringthe vote count and tabulation at the polling station may be lodged with the administrativecourt within two daysfrom the day when the decision was taken, or when action or inaction occurred.

 

11. The Court shall make the judgement onthe administrative cases specified in this Article, within two days after receipt of the claim.Administrative proceedings for appeals submitted before the election shall bedecided by the court within two days, but no later than two hours before thevoting begins. Appeals received on the election day shall be resolved by thecourt before the end of voting Administrative appeal received on the electionday, but after the end of the voting shall be decided by the court within twodays after receipt of the appeal.

The applicantdisputing the decision of a lower level election commission can choose to omitappealing to CEC but rather directly appeal to district administrative court.The decision of the court can further be disputed at the supreme administrativecourt.
