(4) Any dispute arising outof or in connection with the election shall be determined by the Speaker, whosedecision is final.

Despite the provision above, there is no specific provision in theElection of Beretitenti Act 1980 or Amendment (2002) on who may file acomplaint but in the past. One may assume that the losing candidate would mostlikely be responsible.
