Who may file a complaint?

Article 92: Votes counting

4.. The lists delegates shall have the right to examine theseparate lots of voting ballots, without changing their composition. If theywish to submit or infer complaints about the counting or about thequalification given to the vote of any ballot, they should do so before thepresident and, if these are not attended, they have the right to rubricate theissued voting ballot along with the president.
