Article 79 The Central Commission, on thebasis of records of regional and the Minsk city commissions on elections of thePresident of the Republic of Belarus, not later than ten days after the end ofvoting, establishes at its sitting and writes down in the protocol thefollowing data:

 

In the case of detection of mistakes andirregularities in the protocols of the precinct and territorial commissions aswell as of violations committed in the course of the voting or during the countof votes, the Central Commission has the right to take a decision on a recountof votes by the respective territorial commission. An application on therecount of votes is submitted to the Central commission not later than on thethird day after elections. The recount of votes is performed by the territorialcommission in the presence of the member (members) of the superior or CentralCommission and if necessary – precinct commissions.

 

Elections of the President of the Republic ofBelarus for the republic in whole or for separate voting precincts, districts,cities, city districts, regions or the City of Minsk may be recognized asinvalid because of violations of the requirements of the present Code made in thecourse of elections or during the count of votes if they affected the resultsof the elections for the Republic in whole. Decision on recognizing theelections invalid is taken by the Central Commission. The complaint aboutsuch violation is lodged by a candidate for the President of the Republic of Belarus with theCentral Commission not later than on the third day following theelections. The decision of the Central Commission may be appealed againstin the Supreme Court of the Republic of Belarus within ten days. The rightof appeal against the decision on recognition of elections as invalid belongsto candidates for the President of the Republic of Belarus.
