Electoral Act 24 1992, 120(1) All costs, charges and expenses of and incidental to the presentation of an electionapplication and the proceedings consequent thereon, shall be defrayed by the parties to theapplication in such manner, and in such proportions, as the court may determine, regardbeing had to the disallowance of any costs, charges or expenses which may, in the opinionof the court, have been caused by vexatious conduct, unfounded allegations or unfoundedobjections on the part either of the applicant or the respondent, and to the discouragement of needless expense by throwing the burden of defraying it on the parties by whom it has beencaused, whether such parties are or are not on the whole successful.(2) The costs may be taxed and recovered in the same manner as the costs of an ordinaryaction at law in the court.http://www.scribd.com/doc/16633875/Electoral-Act-24-of-1992
